The Shifty is a remnant of the Hype.fm forum, a once flourishing community for appreciators of all sorts of EDM styles. If someone posted a cheeky comment:

The Shifty has character, it is incredibly versatile. And it is an extremely rare little gif, it truly is a genuine gem from the old internet. For about 23 years I have saved this legendary emoji (back then people more often called them emoticons even). Implement The Shifty and it will light up the entire empire, your majesty, I promise you.

I have many emoji's saved from the early 2000's that are my fav's including rare emoji sets that I would pout greatly if my laptop crashed and I lost them. 
*I do have them on an external drive, I think? Now I'll have to look since my laptop is acting up again since a Microsoft update.
