That's interesting, as I've always done it with the hand down and not had a problem as they were always keen to sniff and lick it, but maybe I just got lucky.A good rule for greeting a dog is position your hand sideways to their head and snout. That way they always see your hand and don't feel threatened. If you approach a dog with your hand facing down and moving towards their head, that may get an unwanted response unless it's a family or friend dog that's well behaved and then it's cool.
It's true that. Both cats and dogs don't like to be stared at directly and tend to see it as a threatening come-on, so could quite easily lash out, especially if they don't know you and have a tendency for aggression.Also, if a neighbor tells you to not look straight at her daughters dog in the eyes as the dog will attack you, take those instructions seriously. This happened to me a year ago. I always thought I was the dog whisperer, but this dog had serious behavior issues and shouldn't even be around adults.
