The US has been blocking Ukraine from firing long-range missiles into Russia for several months.
The Pentagon introduced a review mechanism in late spring that is effectively preventing Kyiv from striking targets in Russian territory, US officials told the Wall Street Journal.
As a result, Ukraine has been unable to carry out deep strikes with US-made Army Tactical Missile Systems (Atacms), or British-produced Storm Shadows, which depend on US targeting data.
Ukraine is moving ahead with plans for a new cruise missile which will be able to strike deep into Russian territory.
The Flamingo FP-5 missile can carry a warhead weighing more than one tonne, and can fly more than 3,000 kilometres deep into Russia.
The entirely Ukrainian-made missile is produced by Ukraine’s Fire Point defence company, and took just nine months to develop the idea into a missile which has had its first successful tests on the battlefield, CEO and technical director Iryna Terekh said.

But Sousa still criticised the US president’s inaction towards Russia and lack of support for Ukraine.
He pointed out that the US makes “terrible threats” to impose sanctions on Russia, but Trump is yet to impose any further trade impediments.
Sousa also claimed the US president is trying to negotiate a peace deal with just “one of the teams”, meaning Ukraine and its European allies have to “impose themselves” on the White House to make sure their own demands are included.
